Everything You Need to Know Before You Sit in That Exam Hall

CSS and PMS are not just exams they test your knowledge, your writing, your thinking, and your ability to perform under pressure. This guide breaks down the exam structure, subjects, eligibility rules, and real data so you know exactly what you’re walking into.

    The CSS Exam: A Quick Overview

    Before you start preparing, you need to understand how the exam is structured.

    Screening Test (MPT)

    200 MCQs. Need 33% (66/200) to clear. Covers English, Urdu, General Abilities, Islamic Studies & GK. Doesn't count toward final merit.

    Written Examination

    12 papers (6 compulsory, 6 optional). 1200 total marks, 600 needed to qualify. 40% per compulsory, 33% per optional.

    Psychological Assessment

    Checks personality, decision-making ability and mental fitness for civil service work.

    Interview (Viva Voce)

    Final FPSC panel stage — tests confidence, subject knowledge, current affairs awareness and personality.

    Compulsory Subjects and How to Prepare

    These 6 subjects carry the most weight and are often where candidates lose marks.

    1. English Essay

    One ~2500-word essay. Read Dawn and good journals, write essays weekly and get them corrected.

    3. General Science & Ability (GSA)

    Everyday science and basic maths. Largely scoring with regular practice on past papers.

    5. Islamic Studies

    Life of the Prophet (PBUH), Islamic history and jurisprudence. "Introduction to Islam" by Dr. Hamidullah is widely used.

    2. English Precis & Composition

    Tests grammar, vocabulary and summarizing. Use Wren & Martin for grammar, GRE word lists, and write a precis daily.

    4. Pakistan Affairs

    History, geography, politics, economy and foreign policy. Use FPSC-recommended books and credible current sources.

    6. Current Affairs

    Tied to real-world events. Read a newspaper daily, follow a quality magazine, and practice weekly writing.

    Optional Subjects: Choosing the Right Combination

    You choose 6 optional subjects from FPSC’s list. The right combination depends on your educational background, interest, and historical marks distribution. A wrong choice can cost you the exam even with hard work — HoCA mentors help each student choose based on their background and goals.

    How the 200 marks in the MPT screening test are distributed:

    Eligibility Requirements at a Glance

    Confirm you meet these before anything else:

    Age

    Maximum 30 years as of December 31 of the preceding year. 2-year relaxation for ex-FATA, PATA, Gilgit-Baltistan, AJK, Balochistan, and government employees.

    Education

    At minimum a second division / Grade C bachelor's degree recognized by HEC. HEC-recognized foreign degrees accepted.

    Nationality

    Pakistani citizen, or a person holding nationality from the State of Jammu and Kashmir.

    Domicile

    Once declared and accepted by FPSC, your domicile cannot be changed — choose carefully.

    For most domiciles outside Punjab, clearing the written exam almost guarantees an allocation. Punjab sees higher competition but is still winnable with a strong score — and PMS allocation rates are lower, making written performance even more critical there.
